The second reason has to do with the release of Adventure Tools; now everyone and their mother is going to be releasing monsters on their blogs and again i want to have some resemblance of originality in this ocean of blogs that exist.
On with the Show
The interrupting cow was an idea of course based on the joke. At first most players won't realize its a monster as you just put them out in a field with other cows, and perhaps a few goblins (maybe that's the quest stop the goblins from stealing cows). Anyway the key power is Moo, its an immediate interrupt at will, burst 1. When an adjacent creature makes an attack the cow rolls +9 vs reflex; if the cow hits then it cancels the targets attack.
DM's should not run it as an attack, but simply state "when you go to attack the cow lets out a startling loud moo, causing you to lose your attack" the players will either treat these cows as part of the terrain, or get angry and kill them. Either way once all normal monsters are defeated the encounter should end.
